About the Project

The project, funded by the European Union, aims to support Kazakhstan in its efforts to promote reforms and competitiveness of the country through the exchange of expertise, best practices and know-how, and by strengthening dialogue and provide advice to the Government of Kazakhstan in the field of strategic and legal, economic and social development. The project started in July 2010 in Astana. Project duration is 30 months (December 2012) and the budget of 1,78 million Euros.

The Project covers topics including trade defence, quality infrastructure, sanitary and phytosanitary measures, agriculture as well as competition and natural monopolies. The main beneficiary is the Ministry of Economic Development and Trade, through the Center for Trade Policy Development. Other beneficiaries include among others the Ministry of Industry and New Technologies, through the Committee for Technical Regulation and Metrology and its related institutions; the Ministry of Agriculture; the Ministry of Health; and the Competition Agency.

Invited by the Kazakhstan Institute of Metrology (KazInMetr), on 17 May DITP made a presentation on the event commemorating the World Metrology Day. This year’s theme is “Metrology for safety”. The conference was organised by the Committee for Technical Regulation and Metrology.

On 11 May, the Advisory Board met in DITP’s office to discuss the draft progress report prepared by the DITP team. There were representatives from the Ministry of Economic Development/Center for Trade Policy Development; the Committee for Technical Regulation and Metrology and the Kazakhstan Institute for Standardisation and Certification; the Ministry of Agriculture; and the Competition Agency. The project manager from the EU Delegation, Mr. Alexander Darras, also attended the meeting.

DITP will bring to Astana in June two senior experts in the legal metrology area to assess the current legal framework in the area of ensuring unity of measurements in Kazakhstan, particularly to analyse the correspondence of Kazakh legislation to provisions of the EU Directive 2004/22/EC on measuring instruments (MID), and to provide recommendations for adaptation of MID provisions to the situation in Kazakhstan. They will also assist the Kazakh authorities to develop a draft law or technical regulation on conformity assessment on the basis of the MID.
